The dictum is attributed to the philosopher Chilon (or Chiron) of Lacedaemon. Chalon (or Chilon) Lacedaemonios (about 600 BC - 520 BC) was a Spartan politician, legislator, philosopher and is mentioned as one of the Seven Wise Men of Ancient Greece. The Ancients believed that speaking briefly and comprehensively is a philosophical attitude and an outlook on life.

Sparta, the capital and dominant city of ancient Greece, was famous for its strict discipline and training of soldiers. A Spartan was called a Lacon from Laconia, the land in which he lived. The Spartans were noted for their brusque, concise and sententious speech.
